The Russian tactic seems to be working!
Almost immediately after the announcement of the new "policy" by the Russian government, the terrorists have had to issue a press release denying the effectiveness of the new strategy and tactics - is this as a way of assuring their supporters that they can continue to support them without risk to themselves?
